Depending on which section the offer was in you can submit a ticket to vendor directly. You can find it either by clicking support or transactions within the offer tabs. If you're not able to submit a ticket to the vendor directly I would submit a game support ticket.

I just got a message from BBE about all of the great offers in the 'earn diamond' section.

 

Alas none of the apps paid out.

 

They just didn't load.
