There is an item in the shop that is a title? Sparkles In The Sunlight for 99 diamonds. Are we supposed to pay for titles now or will that one eventually come up in missions?

When I got the offer for the first time, I couldn't afford to buy the title either. Seemingly, that didn't influence my progress. You can buy it if you can afford it, but I think that that's not necessary.

Most of the titles are for game achievments such as reaching a certain level or beating a certain misson or party, only a few are/can be purchased in the shop...

 

Titles are not necessary to regular gameplay, but there is probably an achievment prize once you have them all...
