Bit of a grumble. Sorries. Some of this I have said in comments about other things. I have stars on 4 servers and have observed problems on all.Nu1: There is no TV at all there. Not fair, not fair! lol Even if it didn't work perfect, it's still auseful tool when it doesUS2: The ads play only sometimes. I would say less than 30% of the day and almost never during what is the middle of the day for me EST time, USA. I may catch it working in the middle of the night or very early morning but nearly never when people in the US would be around to see the ad.UK 1 & 2: works most of the time, surprisingly, given that I'm in the US and not the UK. When it does fail, it seems to be most inopportune time. Chalk it up to bad luck I guess :/...On the other end of the spectrum, there's been a very short ad recently that is for a game. It looks quite cool but there is nothing saying what this game is. I don't know how this is helpful to anyone.
IF you click that short ad (while it is playing), it takes you to the front page of that game. I didn't sign up.
Recapping the other parts:
You noticed TV advertisements work 30% to 100% of the time, or it's not featured. This is server dependent on the availability, but the ads should work close to 100% of the time. They don't for me either. I kind of stopped trying them.
Some ads are long in length others quite short. Yea, for short ads!
One ad has no accompanied text or voice-over, it just shows game-footage. That is an odd advertisement.
and finally the issue that most of us probably grumble about most. When the TV fails, the time gets set to a full hour before I can try again and it doesn't cut the mission time. I'm not trying to block the ads. I'm trying to watch your ad so I can cut the mission time lol. Some of them are entertaining. I'm a person who still finds a lot of commercials more entertaining than actual programming, lol. Anyway. I click expecting your ad to play and my mission tiime to be cut. It failed on your end, not mine. please keep your end of the bargain ( or hand me 20 game diamonds for having to wait out that 18 minute mission when your stuff didn't work right)
Trying to watch an ad to save time, when it doesn't, (like during cool downs for Party ticket) isn't worth trying the ad.
Losing the hour on a FAIL is a bummer. Maximum effort, zero payout. Here's your reward, WAIT 60 minutes (sarcasm)
I would suggest OPENING A TICKET for any and all of these grumbles. But, realistically - the resolution may be bigger than what support can provide. On the other hand, the time you spend filling out the ticket would be your only cost and if something was able to be done, then it might be worth it.

what if...
they add to the crosssed wrenches somewhere "mission time threshold to shorten with ad (when available)" variables 2- whatever. defauult 2
Then when you click on a 2 minutes or longer (or whatever else you set it to) you get a window "would you like to view the ad to shorten the time by half?"
Yes
"sorry. no ads are available in your area now [continue anyway] [choose another mission]
clicking that last option takes you back to where you were before you clicked mission but since it never actually engaged the TV app, there is no reason for the timer to reset. Maybe it would advise player to wait 10-15 before trying again.
In short, a way to warn the player that the TV isn't going to work
